More than two million landlords and their agents could face £7,000 fines for failing to provide tenants with a key Renters’ Rights Act info sheet.
New Freedom of Information data reveals a huge gap between the numbers downloading the mandatory document and the total of all landlords.
Figures released by the Ministry of Housing, Communities & Local Government (MHCLG), show the Government-issued ‘Official Information Sheet’ was downloaded 153,000 times in the four weeks after publication in March.
Questions raised
This is compared with an estimated 2.3 million private landlords who must serve it by 31st May 2026 or face penalties of up to £7,000 per tenancy.
Landlord Studio, a software platform specialising in property management and compliance, which compiled the statistics, says that the figures raise questions about how widely landlords have engaged directly with the official guidance.
The document explains to tenants how they will be affected by the changes introduced by the Act. It covers the ban on Section 21 notices, increasing rents, an end to fixed term tenancies, student lets and keeping a pet.

“Even allowing for reuse across portfolios, engagement with the official document looks low compared with the size of the private rented sector,” he says.
“We know the property sector isn’t uniform – some landlords already have systems in place for managing compliance and others don’t, relying on more manual or informal processes.
“With the deadline approaching, landlords need to make sure they can not only provide the information required, but also evidence that they’ve done so.”
