New CEO for The Dispute Service as Steve Harriott announces retirement
The Dispute Service (TDS) has announced the appointment of Jacqueline Starr as Chief Executive Officer designate.
The Dispute Service (TDS) has announced that its Chief Executive, Steve Harriott, will retire at the end of this year after sixteen years of distinguished leadership and service.
The Board has also confirmed that Jacqueline Starr (pictured) will succeed him.
The appointment comes at a significant time for the private rented sector, less than three months after the introduction of the Renters’ Rights Act, as landlords and letting agents continue to adapt to wide-ranging reforms.
Harriott has overseen TDS through a period of significant growth, establishing it as one of the Government-approved tenancy deposit protection providers.
During his tenure, TDS expanded its dispute resolution services, invested in digital technology, and strengthened its role across the private rented sector.
Leadership transition
Starr joins TDS from the Rail Delivery Group, where she has served as Chief Executive since 2020 and more recently as Executive Chair.
She brings experience leading large customer-focused organisations through operational and digital transformation, alongside governance roles within the housing sector.

Harriott says: “It has been a privilege to lead TDS and to work with such a committed and talented team. I am proud of what we have achieved together and the positive difference we have made for tenants, landlords and agents across the UK.
“I am delighted to welcome Jac as my successor. She brings significant experience, energy and a strong customer focus, and I am confident she will continue to drive TDS forward and build on its success.”
Starr adds: “I am honoured to be appointed as the next CEO of TDS. The organisation plays a vital role in the private rented sector and has built an exceptional reputation under Steve’s leadership. I am excited to be joining such a dedicated team and look forward to building on the strong foundations that have been established, continuing to innovate and deliver excellent services for customers and stakeholders.”
A formal handover will take place to ensure continuity as TDS enters the next phase of its development under the new regulatory landscape.
