    Tenant Fees Bill is last thing sector needs, Residential Landlords Association tells MPs

    A group of MPs leading an investigation into the private rented sector and the draft Tenant Fees Bill got more than they bargained for yesterday afternoon when David Smith (pictured, right), Policy Director at the Residential Landlords Association (RLA) came in to give evidence. The Ministry of Housing, Communities and Local Government Select Committee had convened to hear from the RLA but also the National Landlords Association, a build-to-rent company called PlaceFirst, campaigning group Generation Rent and Citizen’s Advice about how best to police the private rental sector. It’s other task was to find out what the wider world thinks of the proposed lettings fees ban Blunt language David Smith, during a sometimes tour-de-force performance, told the MPs – who included former housing minister Mark Prisk –  his views in sometimes blunt language during a two-hour session. His main points, some of which were echoed by the other people giving evidence, were: Fees charged by agents are charged at different levels and employed in varying ways all around the UK, so a blanket ban will be a blunt tool.     MPs lead inquiry into rogue landlords and selective licensing

    An inquiry is to be held in parliament into how well local authorities are policing rogue landlords and how effective the much-criticised selective licensing schemes have been in curtailing bad practices. Announced by the Communities and Local Government select committee, the inquiry will examine several key issues within the private rented sector including whether councils should do more to provide affordable private rented accommodation, whether they have enough powers to deal with rogue landlords and what’s preventing proper policing of the privately rented homes sector. The Committee will also look at how effective the complaints system is for tenants. The inquiry’s terms of reference are very similar to a key report by the Adam Smith Institute published three years ago, which found that 52% of councils activity promoted the private rented sector through their local plans, but only 2% said it was their top housing priority.     The PRS needs a dedicated research centre

    The Trustees of the TDS Charitable Foundation have announced that the Foundation is seeking expressions of interest from organisations looking to establish a dedicated research centre for the private rented sector in England and Wales. The Foundation works to advance education about housing rights and obligations in the private rented sector. Making the announcement, Martin Partington (left), Chair of the Charitable Foundation said, “Since we established the charity in 2013, we’ve been overwhelmed with organisations seeking funding for a whole range of projects, but it has become quite apparent that there is a real gap in proper research in the PRS.” “The Trustees are concerned that there isn’t a dedicated centre for research and often when information is available, it appears in quite a fragmented way.” The TDS Charitable Foundation would be interested in receiving proposals for funding a feasibility study as to whether such a centre could be established for England and Wales. The Foundation is currently welcoming bids for the next round of funding which is open until the end of February 2016.
