Big London council boss celebrates £20,000 fines for landlords
A Haringey Council crackdown on landlords and agents is part of its new 'zero tolerance' policy, says chief Sarah Williams.
A council chief has boasted how her commitment to maintaining housing standards has resulted in the issuing of five fines to landlords totalling £20,000.
In Tottenham, says Haringey council, a landlord was fined £1,500 for not licensing their property as a House in Multiple Occupation (HMO). The property was home to six people from different households, who were living there without the landlord’s knowledge. The tenant, who sublet the property, was also fined £5,000.
Unannounced visit
In another case, this time in South Tottenham, a landlord was fined £10,000 after an unannounced visit by council officers revealed five tenants living in two or more households, with shared kitchen and bathroom facilities. Despite launching an appeal, the court found the landlord guilty of failing to get a license for his HMO.
And civil penalty notices (CPN) were issued to two landlords in Northumberland Park and Wood Green after they failed to get a license for their rented properties under the Council’s Selective Property Licensing Scheme, which came into effect on November 17, 2022.
Both landlords were given several warnings but still did not apply for a license and are now facing fines of £1,750 and £2,000.

Sarah Williams, who is the council’s Cabinet Member for Housing and Planning and Deputy Leader, said: “Our message is clear: we will not tolerate unlicensed homes in Haringey. Landlords must be accountable for their properties and the welfare of their tenants.
“The safety and well-being of our residents is our highest priority. These fines clearly show our dedication to enforcing housing regulations and safeguarding our communities. We will continue to pursue every necessary measure to protect our residents.
“The council are committed to identifying and addressing non-compliant properties across the borough and encourages tenants to report any concerns about their living conditions.”
